25. Find which choice does nothing to help explain the difference. Notice that the question asks "could help", not "definitively explains". Thus, seek choices that open possibilities, not necessarily choices that provide us with full explanations of the difference.

Choice (A) states the special exhibition visitors do not view as many exhibits. If they do not view as many exhibits, perhaps they spend less time in the museum.

(B) does not help at all. The plan was never put into effect during the time studied. Thus, the plan had no effect on attendance or how much time visitors spent. Additionally, the "consideration" of the plan would have no effect. (B) is the correct choice.

(C) states that people go only for the prestige. If so, then it's possible that these people spend little time viewing the exhibits.

(D) is a bit tricky, but focus on the specific one hour period, e.g., Monday, October 18, 3 pm to 4 pm. Thus, if one shows up at 3:45 pm, one must leave at 4 pm. (One does not arrive at the museum and have a one hour pass.) Also, the tickets are for a specific day, thus, people must show up on that specific day, not whenever is convenient, possibly boosting attendance.

With choice (E), if there's no opportunity to browse for those on tours, then they won't linger, thus reducing the time spent in the museum for those who attend special exhibitions.
